Carin Kale

Carin Kale has 25 years of experience in housing and health and human services policy, strategy, and operations in Massachusetts state government. A Michigan native, Carin chose Boston University to pursue a Master's Degree in Social Work because of its proximity to the state capital and the opportunity to influence policy, programming, and funding for social service programs. Carin's career began when she was awarded a summer internship at the Executive Office of Human Services in 1983, and her experience there led to various management positions in state government, including the House Ways and Means Committee, the Executive Office of Communities and Development, the Executive Office of Health and Human Services, and the Department of Transitional Assistance.

Carin combines extensive financial, operational, and communication skills to advocate for the delivery of effective health and human services. She has applied these skills to facilitate successful inter-system efforts to increase government funding for front line domestic violence services and for prevention and education efforts. In 2000 she built a team of advocates and agency staff to develop and deliver training to over 1200 childcare workers statewide regarding the impact of domestic violence on children. The collaboration and curriculum was presented at the 2001 conference of the National Association of Child Care Resource and Referral Agencies.

Carin most recently served as Interim Deputy Commissioner for Administration and Finance at the Massachusetts Commission for the Deaf and Hard of Hearing and prior to that was Assistant Commissioner for Administration and Finance at the Massachusetts Department of Transitional Assistance. In both positions Carin worked to ensure that financial and operational structures and procedures were in place to benefit agency staff and, ultimately, the clients they serve.
